ORAL COMMUNICATIONS This is a time for any citizen to comment on any item listed or not listed on the agenda. CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT WITH JHD PLANNING, LLC Approve the professional services agreement with JHD Planning, LLC in the amount of $150,360 to complete the 2021-2029 6TH Cycle Housing Element Update, Safety Element Update and Environmental Justice Update to the Upland General Plan and Environmental Analysis, pursuant to State Planning and Zoning Law; and authorize the City Manager to execute the agreement. APPROVE THE RECLASSIFICATION OF THE POSITION OF SENIOR ADMINISTRATIVE ASSISTANT TO RECREATION COORDINATOR Approve the reclassification of an existing Senior Administrative Assistant position to Recreation Coordinator. (Staff Person: Stephen Parker)
SAN BERNARDINO CIVIL GRAND JURY REPORT - SELECTION OF THIRD PARTY INVESTIGATOR Select an investigator to review and investigate the basis of findings of the San Bernardino County Civil Grand Jury Report dated November 2, 2020; authorize the City Manager to execute a professional services agreement with the selected investigator; and appropriate the funds necessary to cover the expense of the investigation from the General Fund.
