REJECT ALL BIDS FOR PROJECT NO. 82339, BALDY VIEW DOG PARK IMPROVEMENTS CEQA: A Notice of Exemption was filed with the County of San Bernardino on September 6, 2022 but since no project will occur, as staff seeks to reject all proposals, this will not be considered a project under the California Environmental Quality Act (CEQA) at this time. REJECT PROPOSALS FOR CITYWIDE STORM DRAIN CATCH BASIN CLEANING PROJECT CEQA: Since no project will occur, as staff seeks to reject all proposals, the environmental determination for this project is Categorically Exempt from the California Environmental Quality Act Reject the proposals received for the Citywide Storm Drain Catch Basin Cleaning Project. 11.A. CONSIDERATION OF AN URGENCY ORDINANCE (ZONING CODE AMENDMENT NO. 23-0001) AMENDING CHAPTER 17.37 OF THE UPLAND MUNICIPAL CODE RELATED TO ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS, AND DETERMINING THE ORDINANCE IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
13.A. CONSOLIDATION OF COMMITTEES APPOINTED TO ADVISE THE COUNCIL CEQA: This is not subject to the California Environmental Quality Act (“CEQA”) pursuant to Sections 15060(c)(2), 15060(c)(3) and is not a project as defined in Section 15378. Hold first reading by title only, waive further reading and introduce an Ordinance adding Section 12.26.160 to Chapter 12.26 of Title 12 of the Upland Municipal Code relative to the Street Tree Advisory Committee; and adopt a Resolution amending the Policies and Procedures relative to the establishment and operation of commissions, committees, boards, and authorities appointed to advise the City Council. Hold first reading by title only, waive further reading, and introduce an ordinance of the City Council of the City of Upland, California adding Section 8.44.120 to Chapter 8.44 of Title 8 of the Upland Municipal Code establishing regulations prohibiting the unlawful possession of catalytic converters in the City.
