DISCUSSION OF A POTENTIAL RESOLUTION CONDEMNING HATE CRIMES AND ANY OTHER FORM OF RACISM, RELIGIOUS OR ETHNIC BIAS, DISCRIMINATION, INCITEMENT OF VIOLENCE, OR TARGETING A MINORITY CEQA: Not a project. Discuss a potential resolution condemning hate crimes and any other form of racism, religious or ethnic bias, discrimination, incitement of violence or targeting a minority; and provide direction to the City Manager. 10.E. CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT FOR TEMPORARY MAINTENANCE WORKERS CEQA: Not a project. Award a Professional Service Agreement with Staffing Network, LLC & QPA for temporary staffing augmentation (Laborer/Maintenance Worker) in the amount of $50,000; approve an additional allocation of general funding in the amount of $50,000 and authorize the City Manager to execute all necessary and related documents to implement the Agreement and any future amendment and/or extensions. 13.A. CONSIDERATION OF A WATER AND RECYCLED WATER RATE ADJUSTMENT CEQA: Not subject to the California Environmental Quality Act (“CEQA”) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the State CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Adopt a Resolution implementing the previously approved water rates scheduled to take effect on January 1, 2022, and finding this action exempt from the California Environmental Quality Act. 13.B. MID-YEAR BUDGET REVIEW FY 2022/23 CEQA: Not a Project. Receive and file the Mid-Year Budget Review for Fiscal Year 2022/23; approve the Mid-Year Budget Review's Proposed Adjustments; and approve the updated Schedule of Positions. (Staff Person; Stephen Parker)
